"The 25th Ward: The Silver Case" is comprised of three scenarios, each with its own set of main characters:

1. Correctness Arc: This storyline follows the 25th Ward's Heinous Crimes Unit. This unit deals with new violent incidents and gets embroiled in complex situations. Notably, these characters are primarily from the law enforcement side, akin to detectives and officers, working the case to its resolution.

2. Matchmaker Arc: This arc follows a secretive organization known as the Regional Adjustment Bureau. The main character here is Shinkai Tsuki, a member of the Regional Adjustment Bureau, who is portrayed as a harsh and level-headed individual involved in clearing up complications for the Bureau. He works alongside Yotaro Osato.

   

3. Placebo Arc: This scenario involves a character from the original "The Silver Case," Morishima Tokio, who carries on his investigations in the new setting of the 25th Ward. This arc is more introspective and focuses on uncovering truths and motives in a non-linear fashion.
